Route format error

Hello!
I'm filling new routes in the server since many days, but i'm experiencing some troubles with the format.
Sometimes in the route is necessary to insert a flight level change and velocity, for example flying out of Italian airspace in north direction you have to change and use the odd levels, but if i put these changes in the routes, vroute says that is not necessary to use the changes and it doesn't allow me to send the route to a supervisor for to be inserted.
This is a big problem also because of the Free Routing Airspace that is now in force in the Italian airspace above FL335.
So to inserting the routes i have to plan a lower level than the real one.
Can someone give me an explanation on why Vroute doesn't allow the level changes?
i write an example:
Flight from LIRF (Rome Fiumicino airport) To LKPR (Prague)
Planned FL320 (due to FRAIT airspace in Italy and even levels from South to North in italy)
- TIMOV Z242 SOVAN L995 AMTEL M738 OMAKU T558 LUMAV M726 BRENO UM726 INN/N0440F350 UM726 KOGOL UN871 NENUM UZ39 DOMAL Z39 GOSEK
This route is OK by Eurcontrol system but is not fully applicable to Vroute and i have to insert only FL320 and remove the level change over INN.

Depends upon just how you are completing the vRoute entry and what flightlevels you wish to achieve, for higher routing using FRA:

But are you shure that you are using the current airac for navdata?
You cannot fly that route at fl 340 in Italy, it looks very strange! There are not airways in italy above fl 335, but only FRAIT.
More on, if i need to change level upon a FIX how can i do? Why it is not permitted?

Yes it is the current AIRAC 1703 and validated at EuroControl.

Why do you believe FL340 is not available in Italy ? you can transition to FRA.

You can change levels on a fix using the switch but only where necessary, see HERE

vRoute is a general planner and widest FL range should be made available.
