The proxy server isn't responding

Why do I receive this message over the last few days?
All of my other web browsing/applications appear to be working normally.

Check your Internet Explorer configuration - check IE | Tools | Options | Connection. We do not have a proxy server, so if something is not responding it is on your side. Perhaps somebody configured a proxy on your PC and that proxy isn't responding?
